Policy advice

Creating an environment which supports low carbon energy generation will require new regulation and amendments to existing regimes. We help government and industry bodies develop policy and guidelines to make low carbon energy work for everybody. Recent projects include:

Best Practice Procurement of Energy Services by RSLs
This report examines the social housing market and prevailing ESCO commercial models. It recommends ways to minimise cost and risk for the Homes and Communities Agency and social housing providers.

Affordable Housing Finance Guide
This report examines alternative finance mechanisms for comprehensive refurbishment of existing housing. It was produced for the Energy Efficiency Partnership for Homes.

New Finance Mechanisms for Social Housing
This work looks at the relationship between value generated by refurbishment and the costs of carrying out that refurbishment in the first place. It considers technical and financial strategies for the entire national housing stock. It was undertaken for the Energy Efficiency Partnership for Homes, Energy Saving Trust, and the Department for Energy and Climate Change.

Customer Charter for Heat
We helped RSL partners develop a bill of rights for customers of community heating systems. This voluntary code sets out requirements for heat providers to protect customers in an otherwise unregulated market.
